Post Gaurdian Wallpaper Help

I have tried but do not have the programs to do what I want. If someone can take the picture in the link provided and make it the size of 480×800 for my HTC Thunderbolt with a black background. I can make it smaller but it is not clear and crisp. I would like it to still have high detail and very crisp and sharp. If anyone is able to do this, thank you very much.
